Lake Ouachita WTP

TOLM Group partnered with the City of Hot Springs, Crist Engineers, and other project stakeholders to construct a new water treatment plant as part of the Lake Ouachita Water Supply Project. Representing more than a decade of planning, this major infrastructure investment was designed to establish a sustainable, long-term drinking water supply to support the city’s continued growth and development. 

The project involved construction of a new 15-million-gallon-per-day (MGD) water treatment facility, including a 28,600-square-foot treatment building and a 5,700-square-foot administration and laboratory building. The facility incorporates advanced water treatment processes, filtration systems, high-service pumping equipment, chemical feed systems, and associated electrical, instrumentation, and control infrastructure. 

A distinctive feature of the project is its architectural design, often referred to as the “water barn.” The facility combines the functionality of a modern water treatment plant with a barn-inspired appearance that complements the surrounding landscape. 

As part of this large-scale greenfield development, TOLM coordinated multiple construction disciplines, including site development, structural concrete, building construction, mechanical systems, process equipment, and electrical installations. Close collaboration with the City of Hot Springs, engineering team, and project partners was essential to bringing the new facility into operation. 

The completed water treatment plant marks a significant milestone in the city’s long-term water supply strategy. By expanding treatment capacity and establishing infrastructure to deliver water from Lake Ouachita, the project strengthens water supply reliability, supports future residential and commercial growth, and helps ensure safe, dependable drinking water for generations to come.
