TOLM Group Receives Excellence in Construction Awards


Associated Builders and Contractors of Arkansas 2020 Excellence in Construction Award Winner

TOLM recognized by Associated Builders and Contractors of Arkansas for Excellence in Construction for industrial design-build, pump rehabilitation, and historic renovation projects. 

MORRILTON, AR, November 18, 2020 – Associated Builders and Contractors (ABC) of Arkansas announced that TOLM Group’s work on three projects in 2019 have earned the company first place in their respective categories in ABC’s Excellence in Construction awards competition.  Pinecrest Lumber Mill Dry Kiln #3 design-build project won in the Industrial Over $5MM category, Central Arkansas Water Pump Station No. 1A Rehabilitation won in the Public Works/Environment $1-$5MM category, and the TOLM Corporate Headquarters Renovation project won in the Historical Restoration/Renovation: Under $5M category. The awardees, normally celebrating at a ceremony in the spring, were recognized during a virtual ‘Excellence in Construction’ celebration on October 22, 2020 this year.

Project Manager David Watkins and Superintendent Josh Copeland will accept the Eagle Award at a presentation ceremony later this month for the Pinecrest Lumber Mill Project.  TOLM Group was the design-builder for the $5.5 million construction of Dry Kiln #3 at the Green Bay Packaging Pinecrest Lumber Mill in Menifee, Arkansas.  The project was delivered early and under budget which provided substantial savings back to the owner.  Work took place in the heart of an operating lumber mill.  Tolm’s project managers, design professionals, and site superintendent expertly coordinated the team of specialty sub-contractors to complete the work with minimal impact to the daily operations at the mill and with no recordable accidents or injuries. 

Project Manager Josh Beck, E.I. will accept the Eagle Award for the Central Arkansas Water Pump Station No. 1A Rehabilitation project.  TOLM Group was the general contractor for the $3.5 million rehabilitation of pump station 1A at the Central Arkansas Water Jack H. Wilson Water Treatment Plant in Little Rock, AR.  The project was delivered on-time and under budget.  The primary purpose of the project was the rehabilitation of three Pulaski Water System pumps and two Intermediate system pumps.  The scope included placing one new pump on a VFD to provide better control over pump flowrate and replacing all electrical systems for the new pumps.  The scope of work also included miscellaneous improvements to the pump building.  

Project Manager Kimberly McQuain and Superintendent Bruce Seaborn will accept the Eagle Award for the TOLM Corporate Headquarters Downtown Renovation Project.  The team at TOLM consulted with the National Park Service Historic Preservation Department to preserve the historic architecture of the 23,000 sqft historic building in Downtown Morrilton while modernizing the facility for use as the home office for Tolm’s construction and engineering services.  As a general contractor, the firm self-performed the management of the project and worked with many local subcontractors to complete the renovation.

ABC Arkansas designed the Excellence in Construction program to recognize excellent performance in the merit shop construction field. The award honors all construction team members, including the contractor, owner, architect and engineer. This year’s competition was open to all construction projects completed by ABC member firms during 2019. The winning projects were selected from entries submitted from across the state and were judged on complexity, attractiveness, unique challenges overcome, completion time, workmanship, innovation, safety and cost.
